To all citizens, comrades and friends,
Bid farewell to auspicious rabbit year, welcome new dragon year in blessings. The New Year¡¯s bell of 2012 is drawing near. At such jubilant and reunion moment, I, on behalf of Huadu District Committee and Huadu District Government, sincerely extend my New Year blessing to all district people, all social friends who care about and support the construction of Huadu, and all comrades who are still on duty during the festival.
In the past year, all people of Huadu District united as a whole, bravely confronted difficulties and worked hard unremittingly so as to realize overall economic and social development and obtain favorable outset of ¡°the 12th five-year plan¡±.
Faced with the plight that the restriction from land, energy and other elements were further aggravated in that year, we exerted ourselves to adjust the structure, boost transformation and overcome difficulties so that our economic development remained good continually. It was preliminarily forecasted that the whole district finished total output value of RMB 75 billion, total industrial output value of RMB 180.95 billion and general budgeted revenue of RMB 5.939 billion in local finance in 2011, respectively increased by 12%, 16% and 28.5% year on year.
Faced with unbalanced rural and urban development in that year, we did our utmost to improve the construction of rural infrastructures and to promote the equalization of basic public services. We started the development and construction of Huadu Lake Park and stably boosted comprehensive development of the area on the north of central axis and urban CBD planning & design; realized overall transit service covering 188 administrative villages, completed the upgrade and improvement of water, electricity and other supporting facilities in rural area and in the old city, and obviously elevated living conditions of both rural and urban residents so as to be selected as ¡°Guangzhou Civilized District ¡±
In face of profound changes in social structure, the contradictions of different interest clusters were increased. We were committed to improving social service management level. With Xinhua Street as a pilot project, we carried out the innovation of new street community management service in deep-going way and obtained remarkable effect in the operation of West Service Station of Integrated Service Center of Xinhua Street Community; with Shiling Town as a pilot project, we positively explored the reinforcement and innovation of social management service in towns and villages, implemented social security comprehensive management action in Shiling Town so that the service and management for alien workers was effectively elevated. We also made great efforts to enhance people¡¯s livelihood, complete the comprehensive reform on basic medical institutions, achieve the full implementation of national basic medicine system providing free health service for farmers and fulfill that all culture stations of all towns in the whole district had reached Provincial Level 1.
2012 is a critical year for ¡°the 12th five-year plan¡± and also an important year for our district to have a new start and strive for great-leap-forward development. We will closely enclose the target to construct ¡°strong economic district, garden city and happy Huadu¡±, make great progress, seek for coping tactics, consider the road to enrich people, confront difficulties, seize all opportunities, shoulder responsibilities, insist on getting rid of the reliance on traditional road, actually implement transformation and upgrade and turn a new leaf in scientific development.
All citizens, comrades and friends, let¡¯s walk toward new start for the year ahead together. The stable and healthy development is the demand of trend and also the call of the times. The prosperity of our district is our people¡¯s expectation and our government¡¯s responsibility. Let¡¯s make great efforts together and jointly create our happy life and beautiful future with our wisdom and hands.
