Affiliated to the Huadu District Bureau of Science, Industry and Information Technology, the center is an institution of public welfare at deputy-bureau level. Focused on the core task of supporting the development of artificial intelligence industry, it is a district-level physical platform coordinating the implementation of the "AI Plus" initiative. It removes institutional obstacles such as poor inter-departmental coordination, fragmented resources and slow implementation of industrial scenarios in the development of AI industry, realizes integrated operation covering policy coordination, resource integration and industrial ecosystem cultivation, and provides solid institutional guarantee for accelerating the integration of "AI Plus" into the real economy.

Solid Foundation for Breakthrough Growth:

From Digital Transformation to Intelligent Upgrade

Huadu District boasts four characteristic advantageous industries including auto parts, leather bags and suitcases, cosmetics and daily chemicals, as well as acoustics, optics and electronics. There are 1,440 industrial enterprises above designated size, with a solid manufacturing foundation and abundant application scenarios. In 2025, Huadu took the lead in building a national-level Manufacturing Digital Transformation Promotion Center, namely Huadu New Industrialization Digital Service Platform, which provides mature industrial environment and digital infrastructure for the landing of artificial intelligence industry. Up to now, remarkable results have been achieved in platform construction: a 50P computing power system has been built to deliver strong computing support; 40 industrial internet SaaS and AI applications have been launched to form a rich application ecosystem; more than 4,400 enterprises have received online and offline services with extensive coverage; driven by the platform, the output value of acoustics, optics & electronics, cosmetics and leather goods industries increased year-on-year by 10.3%, 9.2% and 0.3% respectively.

Leveraging the Huadu District New Industrialization Digital Service Platform, Dongfeng Nissan has launched an intelligent assistant on its auto fan APP to serve millions of end customers. Fenhao Fragrance introduced large AI models, shortening the R&D cycle from several months to weeks and cutting costs by over 50% to seize market opportunities, and it was listed as a typical application scenario of AI empowering small and medium-sized enterprises by the Ministry of Industry and Information Technology in 2025. Hongchen Leather deployed ERP and MES systems, raising production scheduling efficiency by 40% and reducing overall costs by 30%. Shenfa Electromechanical cut annual costs by more than 2 million yuan with an AI image engine. “Wonlink”, created with the platform’s AI design tools, won top international design honors including the Red Dot Award, Gold Award of London Design Awards and Silver Award of New York Product Design Awards. This AI design project was also selected into the 2025 "Open Bidding for Outstanding Projects" program for intelligent manufacturing system solutions issued by MIIT.

Institutional Arrangements Take the Lead:

One Plan + One Action Program + One Scenario List

At present, Huadu District has issued the “Working Mechanism Plan for the Innovative Development of Artificial Intelligence Industry of Huadu District, Guangzhou City”. It defines a promotion mechanism led by district-level leaders, coordinated by multiple departments and subject to regular coordination meetings, clarifying responsible subjects and implementation approaches.

According to the person in charge of Huadu District Artificial Intelligence Industry Promotion Center, the “Action Plan for the Innovative Development of Artificial Intelligence Industry in Huadu District (2026–2028)” and a district-level list of AI application scenarios covering automobile manufacturing, leather goods, cosmetics, low-altitude economy, embodied intelligence, photovoltaic energy, medical care & education, smart cultural tourism, transportation & logistics and urban governance will be released soon. These documents set specific industrial development goals and clarify development tasks, assessment standards and applicable fields of AI technologies.

Consolidate foundational infrastructure – Make AI affordable and accessible for enterprises

Accelerate the physical and standardized operation of the center, continuously upgrade Huadu New Industrialization Digital Service Platform, improve the supply system of computing power, data and other key elements, and lay a solid foundation for the development of artificial intelligence industry.

Integrate data resources – Vitalize Huadu’s Industrial Data

Deepen the development and utilization of data resources, accelerate the construction of high-quality datasets , and advance the deployment of computing infrastructure. Prioritize the construction of trusted data spaces for industries such as leather goods and cosmetics, advance the development of high-level industrial agents, vertical industrial large models, intelligent manufacturing and AI digital marketing systems, reduce enterprises’ costs of data and computing services, and fully unlock the value of data factors.

Build the Ecosystem – Gather Technology, Talent, and Capital in Huadu

Establish a regular release mechanism for scenario lists to realize precise matching between scenario resources, enterprise technologies and market demands. Deepen industry-university-research cooperation with leading enterprises and universities, strengthen AI talent cultivation and vocational skill training, and foster a sound industrial development ecosystem.

Set Benchmarks – Make Effective AI Applications “Run” 

Focusing on key fields including manufacturing, government affairs, education, medical care, agriculture and cultural tourism, promote in-depth integration of artificial intelligence technologies with industrial scenarios, and speed up the formation of a batch of replicable and promotable benchmark applications.

From being approved to build the national-level Manufacturing Digital Transformation Promotion Center in 2025 to today’s official inauguration of the Artificial Intelligence Industry Promotion Center, Huadu has achieved a crucial leap from digitalization to intelligent upgrading within more than one year.

Taking the center as the hub, industrial scenarios as the driving force and manufacturing as the foundation, Huadu District will fully build an artificial intelligence industrial innovation highland in northern Guangzhou, turn artificial intelligence into real new quality productive forces for Huadu’s manufacturing industry, contribute Huadu’s solutions and demonstrate Huadu’s responsibility for Guangzhou to build a national first-class innovation highland and application demonstration highland for artificial intelligence industry.
