Today's Huadu News: From January 17 to 18, the fifth session of the 10th Huadu District Committee of the Chinese People's Political Consultative Conference (CPPCC) was held in Huadu. More than 200 members of CPPCC committee attended the event with pride.

　　Chen Jiafei, chair of the CPPCC Huadu District committee, and vice chairs, including Xu Zhaodong, Shao Jing, Li Rongyu, Quan Taiyuan, Zeng Yijiang, and Yao Xiaoqun, took their seats in the front of the podium.

　　Presented at the session included Zhang Yajie, vice chair of CPPCC Guangzhou committee and Director of Guangzhou Healthcare Security Bureau, Huang Weilin, Xing Xiang, Guo Gongtian and other district leaders, along with major leaders of district court, district procuratorate, district commission for discipline inspection, and district commission of supervision, and former leaders of district (county/city) people's congresses and government, former CPPCC committee Chairs, and guests.

　　Chen Jiafei delivered to the meeting a work report on behalf of the Standing Committee of the 10th Guangzhou Huadu District Committee of the CPPCC. The members reviewed and approved the work report and proposal report of the Standing Committee of the 10th Guangzhou Huadu District Committee of the CPPCC, and listened to a briefing by Li Bo, a member of the Standing Committee of the CPC District Committee, about the spirit of the Ninth Plenary Session of the Fourteenth Committee of CPC Huadu District and opinions on strengthening and improving the work of the CPPCC in the new era. The members also attended the 6th sessions of the 16th National People's Congress of Huadu District as non-voting members, where they listened to and endorsed the government work report given by Acting Mayor Xing Xiang, as well as the work reports of the District People's Court and the District People's Procuratorate. Outstanding proposals and outstanding entities in proposal implementation and in political participation since the Fourth Session of the Tenth CPPCC Committee were recognized at the session. The session also witnessed the election of two new members into the Standing Committee of the 10thGuangzhou Huadu District Committee of the CPPCC.

　　2019: Adhering to the mass line to fulfill the mission of performing duties for the people

　　In the past year, CPPCC Huadu never wavered from the guideline of servicing the central tasks and big picture. Discussing what the party and government are thinking, calling for what the masses are expecting, and planning for what development needs, CPPCC Huadu tried to find the cooperation points and levers that enable them best to contribute to the overall plan and central tasks; and they consciously planned and carried out their work, bearing in mind the overall planning of CPC Huadu District and the government. They never wavered from practicing democratic consultations. Among various topics in relation to “living environments and urban transport”, they selected 7 for key consultation topics, 5 for special democratic supervision, and 11 for key research and survey to help promote high-quality development of Huadu's economy and society. They introduced for the first time the mechanism of themed discussions of the Standing Committee, and selected “building modern fish fry industry bases” and other two topics to invent a new practice of consultative politics in which proposals are put forward by committee members, reviewed by government leaders, and implemented by relevant departments. They broke new ground in proposal preparation, offered support to non-CPC parties, Federation of Industry and Commerce, and other relevant organizations, carried out research on 9 topics in advance, and held special discussion and analysis meetings to lay a foundation for the transformation of researches into proposals. They actively participated in the campaign of duty execution by “delegates to CPC congress, deputies to People's Congress, and members of CPPCC committee"; a total of 161 man time visits were organized in 77 batches to collect information and do solid work for people at the grass-roots level; they received 156 man time visits made by people with complaints; they collected 198 livelihood appeals in 6 categories; and they took initiative to communicate and cooperate with relevant government departments of the District to successfully solve 39 issues in the fields of infrastructure construction, cultural venues, and road traffic. They continued to do a good job in poverty alleviation; more than 30 committee members were organized into four batches to visit Bijie city in Guizhou for carry out precision poverty alleviation, helping to promote development of local education, health and cultural industries. Full play was given to the role of the CPPCC in bridging and linking to actively connect and unite all circles of society, mobilize all positive elements, and continuously increase the centripetal force for the mutual cause.

　　The meeting summarized the work of the past year from six aspects, including strengthening political guidance to ensure correct direction in duty execution, focusing on central work to improve the quality and effectiveness of proposals, setting high priority to key issues to improve the effectiveness of democratic supervision, adhering to the mass line to fulfill the mission of performing duties for the people, sticking closely to unifying democracy to create an atmosphere to pool strength and wisdom, and adhering to laying strong foundation for better duty performance.

　　2020: Improving the quality of proposals and the level of consultation and supervision

　　The meeting outlined the overall guideline for the work of the CPPCC in 2020: follow the guidance of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era; make in-depth study of and implement the spirit of the Fourth Plenary Session of the 19th CPC Central Committee and the spirits of CPPCC working meetings at the national, provincial, and city levels; carry out and implement General Secretary Xi Jinping's important thoughts on strengthening and improving the work of the CPPCC and his important speeches and instructions regarding the tasks of Guangdong province and Guangzhou city; strengthen “four consciousnesses", enhance "four confidences", and ensure "two safeguards"; make adhering to and developing socialism with Chinese characteristics as the centerpiece of consolidating the common ideological and political foundation, serving the realization of the "Two Centenary Goals" as the main direction of work, focusing on strengthened ideological and political leadership and broadened consensus as the central link, and solidarity and democracy as two major themes; all in order to improve the level of political consultation, democratic supervision, and political participation, to better consolidate consensus, to faithfully implement the Party Central Committee's plan and its requirements of the CPPCC, to achieve high-quality development in Huadu and rejuvenation of old city in Guangzhou, and to contribute wisdom and strength of the CPPCC to the realization of "Four New Highlights" .

　　The meeting emphasized that 2020 is the deadline year for building a moderately prosperous society in all respects and the "Thirteenth Five-Year Plan”, and a pivotal year to ensure the achievement of the first centenary goal. The District Political Consultative Conference and its Standing Committee will focus on the decisions and plans of CPC Huadu District Committee and District government, and the expectations of the masses, and try to improve the quality of proposals and level of consultation and supervision. They will be true to the nature of CPPCC as an organization of patriotic united front, and strive to find the largest common ground and draw a largest possible concentric circle. They will firmly establish the front-line consciousness, follow the guideline of quality and efficiency improvement throughout the work of CPPCC, make better system and mechanism, strengthen management over members' performance of duty, and strive to improve the quality of work and performance level. They will try to contribute to the creation of a hub-type demonstration zone for green development, the rejuvenation of old city in Guangzhou, and the realization of "Four New Highlights” by focusing on accelerating the construction of green finance reform and innovation pilot zone, Huadu Economic Development Zone, and demonstration zone for air-rail integrated development, and helping to improve the construction of the "international air-rail transportation hub, high-end industrial base, and leisure tourism green port that is happy and beautiful Huadu" .
