Today's Huadu News: On the morning of January 18th, the sixth session of the 16th People's Congress of Huadu District, Guangzhou, opened in the sound of the solemn national anthem at the Great Hall of the District Party Committee. 223 of the 235 expected deputies presented at the meeting, which constitutes a quorum. The opening meeting was presided over by Guo Gongtian, director of the Standing Committee of the District People's Congress.

　　As a sign of support from people's congress of higher level, Li Xiaomian, deputy director of the Standing Committee of Guangzhou People's Congress, attended the meeting.

　　Others present at the meeting as non-voting members include deputies to the 13th Guangdong people's congress who work or live in the District, deputies to the 15thGuangzhou People's Congress who are from Huadu District, members of the District government leadership who are not deputies to the 16thDistrict People's Congress, head of District Army Office, deputy directors of District commission of supervision, vice presidents of the District court, deputy prosecutors of the district procuratorate, main leaders of division-level administrative departments, institutional organizations, associations, and some special entities under dual direct leadership that do not constitute the District government and have no deputy to the 16th District People's Congress seating on their leadership team, cadres of District People's Congress Standing Committee who are under direct management of the District, and are not deputies to the 16thDistrict People's Congress, main leaders of some local agencies and financial institutions who are not deputies to the 16th District People's Congress; leaders of local institutions of higher learning; members attending the 5thSession of the 10thDistrict People's Political Consultative Conference.

　　Also invited to today's opening ceremony are former directors and deputy directors of the District (City/County) people's congress, mayors, CPPCC chairs, and disciplinary committee secretaries of the District (City/County), CPPCC vice chairs of the District, and principal officials of non-CPC parties who live in Huadu.

　　At the first plenary meeting held on the morning of the 18thdeputies listened to work report of the district people's government made by acting mayor Xing Xiang, reviewed the report on the implementation of the 2019 economic and social development plan and the draft report for the year 2020, reviewed the report on the implementation of the 2019 budget and the 2020 budget draft, reviewed the 2019 livelihood affairs report and supervision report of the District, voted to pass the election methods for the meeting, voted to pass the resolution to change the name of the Legal Committee of the 16thPeople's Congress of Huadu District, voted to pass the resolution to establish the Social Construction Committee of the 16thPeople's Congress of Huadu District, and voted to pass the voting method for determination of District's 2020 key livelihood items.

　　Acting Mayor Xing Xiang delivered the "Government Work Report". The report reviewed the work done in 2019. In the past year, the whole District adhered to the general principle of pursuing progress while ensuring stability, actively promoted the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, supported Shenzhen in building a pioneering demonstration zone of socialism with Chinese characteristics, and made new progress in economic and social development by overcoming difficulties and working solidly to deliver concrete results. The economic operation is progressing steadily; the momentum of reform and opening up has been gathering up at an accelerated pace; the level of urban development has been continuously improved; the ecological and environmental advantages have become more prominent; the people's livelihood and social programs have continued to develop; and the government itself has been comprehensively strengthened.

　　The report pointed out that the overall requirements for government work in 2020 are to follow the guidance of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era; fully implement the spirit of the 19thCPC National Congress and the 2nd, 3rd, and 4thPlenary Sessions of the 19thCPC National Congress, as well as the spirit of the Central Economic Work Conferences; resolutely implement the party's basic theory, basic line, and basic strategy; thoroughly implement the spirit of General Secretary Jinping ’s important speech and instructions to Guangdong province; strengthen “four consciousnesses", enhance "four confidences", and ensure "two safeguards"; implement the requirements of the 8thand 9thplenary sessions of the 12thProvincial CPC congress and the 9th and 10thplenary sessions of the 11thGuangzhou CPC congress; stick closely the goal of building a moderately prosperous society in all respects; adhere to the general principle of pursuing progress while ensuring stability, to the new development philosophy, to supply-side structural reform as the central line, and to the idea of deriving energy from reform and opening up; mobilize all resources of the District to promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area; support Shenzhen in building a pioneering demonstration zone of socialism with Chinese characteristics; implement the "1 + 1 + 9” plan of CPC Guangdong committee and the "1 + 1 + 4" plan of CPC Guangzhou committee; fight with resolution to win the “three major battles”; do a good job in all aspects of the "six stabilities"; make and execute coordinated plans for steady growth, further reform, structure adjustment, better livelihoods for the people, risk prevention, and maintained stability; accelerate the construction of green finance reform and innovation pilot zone, Huadu Economic Development Zone, demonstration zone for air-rail integrated development, and demonstration zone for urban-rural integrated development; improve the construction of the "international air-rail transportation hub, high-end industrial base, and leisure tourism green port that is happy and beautiful Huadu"; create a hub-type demonstration zone for green development; and contribute Huadu’s share to the rejuvenation of old city in Guangzhou, and the realization of "Four New Highlights”

　　The report emphasizes that this year’s focus will be on the eight areas set forth in the plan of the CPC Huadu committee: first, making every effort to ensure the stable operation of the economy; second, building a modern economic system that supports high-quality development; third, deep integration into the overall design featuring "dual-zone drive” and "interaction between dual core"; fourth, building an internationalized modern business environment; fifth, creating a new approach for high-quality urban construction management; sixth, fight with resolution to win the “three major battles”; seventh, forming a new pattern of livelihood development featuring shared governance and benefits; and eighth, building a modern government governance system.

　　　　The deputies listened to the work report of the Standing Committee of the District People's Congress made by Guo Gongtian, director of the Standing Committee of the District People's Congress, the work report of the District People's Court made by Li Na, president of the District People's Court, and the work report of the People's Procuratorate made by Chen Fujun, chief prosecutor of the District People's Procuratorate.

　　Guo Gongtian delivered a work report to the meeting on behalf of the Standing Committee of the District People's Congress. The report points out that 2019 marks the 70thanniversary of the founding of New China, and it is also a crucial year for achieving total success in building a moderately prosperous society in all respects. Under the strong leadership of the District Party Committee, the Standing Committee of the District People's Congress followed the guidance of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era, implemented the spirit of the 19thCPC National Congress and the 2nd, 3rd, and 4th Plenary Sessions of the 19thCPC National Congress, upheld the organic unity of party leadership, running of the country by the people, and law-based governance, always kept the mission in mind, performed its duties in accordance with the law, worked conscientiously and innovatively, and managed to make new contributions to the high-quality economic and social development of the District. In the past year, 15 meetings of the Standing Committee were held to review a total of 94 topics, made 29 resolutions and decisions in accordance with the law; 2 key subject investigations and 7 special subject investigations were carried out; inspections were made to investigate the enforcement of 6 laws and regulations in the District, one government issues briefing and one inspection tour were arranged for deputies to Guangzhou and Huadu People's congresses, and all tasks assigned by the 5th Session of 16thDistrict People's Congress were successfully completed.

　　The report pointed out that over the past year, the Standing Committee of the District People ’s Congress upheld the leadership of the Party to ensure the correct political direction of the people ’s congress; adhered to the new development philosophy to promoted high-quality development; always put people first, remained true to the original aspiration, and defended immediate interests of the people; sticked to the strategy of law-based governance and took a combination of measures to promote rule of law in Huadu; took initiative to innovate new ways and methods to better represent the people; and strengthened the committee to high and effective standards to improve the ability to perform its duties.

　　The report pointed out that 2020 is a pivotal year to ensure the achievement of the first centenary goal and the deadline year for building a moderately prosperous society in all respects and the "Thirteenth Five-Year Plan". The Standing Committee of the District People's Congress will followed the guidance of Xi Jinping Thought on Socialist Economy with Chinese Characteristics for a New Era, implemented the spirit of the 19thCPC National Congress and the 2nd, 3rd, and 4thPlenary Sessions of the 19thCPC National Congress; implement the spirit of General Secretary Xi Jinping ’s important speech and instructions to Guangdong province; implement the requirements for upholding and improving the system of the People's Congress and the spirit of the 9thPlenary Session of the 14thCPC District Committee; bear in mind the objective of high-quality development of Huadu, and perform its duties in accordance with the law to better play its role and comprehensively improve its work quality and efficiency; and actively respond to the growing needs of the people in the District, in order to contribute to the success of building a moderately prosperous society in all respects.
