Over 90% of Key Projects in the District Resumed to work

    Today’s Huadu News: In order to fully implement the important decisions and arrangements of the Party Central Committee, the State Council, Guangdong province, Guangzhou city, and Huadu Districts on coordinated promotion of epidemic control and economic and social development, the District Development and Reform Bureau, besides working orderly to prevent and control the COVID-19 epidemic, is now pushing forward with the resumption and construction of key projects to realize effective investments, so that neither epidemic control nor resumption and construction of key projects will be neglected. At present, over 90% of key projects in the District resumed to work.

    Guarantee of mechanisms and systems

    The first is to set up a working mechanism in which leaders of the District are assigned to oversee the resumption of work of key projects. A list was made matching District leaders with key projects for “siege operations” to supervise their resumption of work progress; and every one of the leaders would oversee on a “one-on-one basis” key government-invested projects related to infrastructure or living standards, and help solve bottlenecks and difficulties to vigorously promote their resumption of work.

    The second is to set up a daily work report system for the resumption of work of key “siege operation” projects. Designated persons are sent to follow up the resumption progress of such projects; and 24 leading parties of project are required to submit daily reports on resumption progress and problems encountered of key projects from Feb. 13; thereby any problems or difficulties encountered during the process of resumption and construction of the 169 key projects may be solved in time.

    The third is to set up a special dispatching mechanism and early warning mechanism for new projects. Every new project will identify key nodes and have a progress schedule, clearly stating the project start time and responsible units. Projects will be facilitated to have its investment realized as soon as possible. Take active measures to explore the potential of preliminary projects to be start early, and strive to start certain such projects ahead of schedule.

    Adopt definite measures to promote construction

    The first is to streamline the approval process. The investment approval services will be optimized. Online approval of projects will be available in full scale, and internet video conference meetings and other methods will be fully used to conduct project technical reviews; and urgent project related to epidemic fighting will received special and immediate processing. The policies of tolerance of missing non-essential materials, promise to inform, and credit-based approval, and all will be further implemented; and one-stop online application services will be available for low-risk non-government investments. Green channels will be made available to the approval of key projects, in which designated official for special instructions, packaged services, parallel approval process, and synchronized certificate issuance will be made available.

    The second is to strengthen coordination and scheduling. The leader assigned to oversee the project will coordinate the project progress every month, and timely solve the problems of the project encountered during its resumption of work. More effort will be put to promote supervision communication of project progress; monthly reports and quarterly summarizations will be required to help recover the time lost due to the epidemic and ensure the projects progress on original schedules.

    The third is to strengthen accountability In order to provide strong support for key project progress, the District will clearly define the responsibilities and tasks of approval department, and of each project's leading unit and owner; make every one of them understand their responsibilities and the urgency of the work; strengthen departmental interaction and coordination; and push ahead with all kinds of work related to resumption of project with attention to details.
