49 Key Projects of Huadu District in 2020 Were Collectively Signed or Started for a Future with Combined Railway and Airway Transport and Smart Technologies
Today's Huadu News: A special press briefing was held on March 17thfor the 2020 collective contract signing and commencement event for key projects of Huadu District. The event witnessed the contract signing of 30 projects and groundbreaking of another 19 projects, with a combined investment of 64 billion yuan and an estimated output value of 110.7 billion yuan.
In a time when the whole country is in a crucial stage for the victory of epidemic fighting and development promotion, Huadu District signed contracts for or commenced 49 key projects in multiple areas, including 5G technology innovation, advanced manufacturing, Guangdong-Hong Kong-Macau Greater Bay Area cooperation, air-rail integration, green finance, epidemic fighting, rural revitalization and major infrastructure.
Huang Weilin, secretary of the CPC Huadu District Committee, pointed out that Huadu District shall do a good job in preventing and controlling the epidemic, but at the same time it shall also put more emphasis on the construction of key projects, adopting extraordinary measures to minimize the impact of the epidemic, going all out to "take back" the time lost and "catch up" with the original schedule, in order to win victories in both areas of epidemic control and economic and social development.
District Mayor Xing Xiang said that faced with the economic impact of the epidemic, the District is trying to stabilize expectation with prospective policies, promote development with projects, and stable economy with optimized business climate; and a stage by stage approach is adopted to push forward project implementation and achieve two seeming conflicting goals.
Contracts were signed on site between Huadu District Government and representatives of eight projects, including Baiyun Airport Phase III Investment and Financing Project, Honglitronic New LED Backlit Display Project, and Unipres Precision Project. At the same time, the whole process of the on-line signing and breaking ground of 41 projects, prominently the 5G Internet + JD.com Health Project, was showed with the help of the 5G-enabled remote video connection. The ceremonies were followed by a special press briefing, in which the media were introduced to the Huadu District’s effort in optimizing the business environment, increasing policy support, and promoting advanced manufacturing and construction of comprehensive transportation hub, as well as the development of green finance and tourism industry.

New impetus to Huadu’s economic development
Huadu District's work in new business promotion methods achieved in a paperless, data-based, and efficient way the goal of signing or commencing 49 key projects, including 22 projects of technological innovation and advanced manufacturing, 10 related to the Greater Bay Area or air-rail integration , 9 in green finance and rural revitalization, and 8 major infrastructure projects.
Technological innovation: 5G Internet + medicare
Huadu District brought in JD.com Health Group, which plans to set up a South China regional headquarters and register a non-pharmaceutical retail enterprise for medical device and dietary supplements retail business. At present, JD.com Health's products and services have achieved initial coverage of the entire pharmaceutical industry chain, the entire medical process, the complete health scenarios, and the entire life cycle of users.
5G Era: focus on electronic information industry chain
After the CETC South China Headquarters Industrial Park and the South China R&D headquarters of ZF, a Fortune 500 company, Huadu welcomed Honglitronic’s new LED backlit display project, which will focus on research, development and production of Mini LED backlit displays, MicroLED, and other most sought-after high-end products that will help secure commanding heights in the LED industry. Guangdong Simpact Technology Corp. will build a technological R&D and production base for next generation data communication (5G) in the District, which is designed to be expanded into a communication equipment manufacturing base that integrates R&D, production and sales of 5G digital communication cables and 5G network equipment.
Advanced manufacturing: new drive for the automotive industry
Dongfeng Nissan’s passenger vehicle R&D Phase IV expansion project will build AIoT and intelligent driving lab, and new energy lab for development of future automotive technologies, as well as conventional testing labs, including crash test lab, China 6 emission lab, and vehicle NVH lab among others; it aims to use 5G, IoV, IOT, cloud computing and other intelligent technologies to accelerate the development and mass production of L2/L3 self-driving vehicles, and commercial application of L4/L5 self-driving vehicles in certain given areas.
Yuncai Times’s commercial vehicle and traction battery factory project will focus on the construction of a production base for ORTEN new energy commercial vehicles, traction batteries, and battery packs; the project is expected to produce 150,000 new energy commercial vehicles per year.
High-end service industry: advancing the building of modern smart supply chain
A number of leading projects in modern logistics and modern service industries will have their headquarters in Huadu. Reference should be made to the Phase 2 Project of JD.com E-commerce Operation and Settlement Headquarters, which plans to build an e-commerce business demonstration base in Huadu that integrates order production, commodity distribution, unmanned self-storage system, urban distribution and other functions to provide commercial retail, warehousing and distribution services in the Greater Bay Area. Deppon Logistics South China Headquarters project plans to build a headquarters and a Smart Industrial Park in Huadu to provide one-stop, integrated logistics solutions to enterprise clients in the region.
Focus on optimizing business environment
Five advantages to attract investments and start-ups
Since the beginning of this year, Huadu District, following the guideline of “for entrepreneurs, for investors, and for taxpayers”, has actively improved the enterprise service mechanism and wasted no time to implement the relevant instructions of the Central Government, which first resulted in “Huadu District’s Six Measures in Support of Enterprises in the Epidemic", and more recently, the "1 + 6" series of policies that cover manufacturing, rural revitalization, cultural tourism, accommodation and catering, land acquisition and demolition, and other key tasks, aiming to work together with enterprises to overcome difficulties at hand. Now, 12,368 enterprises in the District have resumed to work and production; 1,817, or 99.6% of the "four types of above-scale companies” have resumed to work; 947, or 99.9% above-scale industrial companies have been resumed to work.
These promising figures are the results of the government-enterprise cooperation, and a testimony to the effectiveness of Huadu District's pro-enterprise policies in improving the business environment.
Antoine Barthes, vice president of Dongfeng Motor Company Limited, said that after the epidemic broke out, Huadu District’s active actions in establishing channels for coordination of epidemic prevention have delivered nearly one million masks to Dongfeng Nissan, which is of great help to company’s resumption to production; and when the District learned that production of the company was hindered by the increasingly stringent control measure imposed by provinces and cities on transportation, the government immediately issued transport passes for 130 vehicles of Fengshen Logistics, as a result vehicles of Fengshen logistics can move freely in the entire Guangdong Province from February 20.
According to District mayor Xing Xiang, Huadu is a transport hub in the north part of Guangzhou and a bridge that connects the Guangdong-Hong Kong-Macao Greater Bay Area to China’s heartland, which has made it a hot place for investments and start ups. It has 5 most prominent advantages: The first one is geographic advantage. As home to Guangzhou Baiyun International Airport, an international aviation hub, and Guangzhou North Station, a comprehensive land transportation hub, Huadu is at a unique position to build an integrated air-rail transportation system. The second is industrial advantage; two car producers, Dongfeng Nissan and Dongfeng Venucia, and 31 Fortune 500 invested companies can be found here, which form a complete automotive manufacturing industry chain that covers organizations of production, academic, research, and sales. The third is platform advantage. As the northern hub of Guangzhou, Huadu is blessed with six national-level platforms, and many favorable policies, including that for green finance reform and innovation pilot zone. The fourth is space advantage. Huadu District has extensive development space available to accommodate high-quality enterprises and major projects. And the fifth is environmental advantage. Huadu District has been an active advocate for pro-business and pro-entrepreneurship policy; its good ecological environment, efficient government services, and highly available public services enable booming innovation and entrepreneurship activities.
Mr. Hu Wei, vice president of Beijing Jingdong Century Trading Co., Ltd., said that Huadu’s role as a gateway connecting the Pearl River Delta and heartland of China gives it unique geographical advantage, which is highly in line with JD.com’s development strategy in South China; therefore it took only 3 months to choose Huadu for their new project.
Mr. Li Guoping, first prize winner of the State Science and Technology Advancement Award and chairman of Hongli Zhihui Group Co., Ltd., said the actions taken by Huadu to assist enterprises in resumption of work and production during the epidemic warmed and assured him and boost the company’s confidence and determination to accelerate development, so they decided to bring to Huadu the Mini (Micro) -LED project, a key component of future development strategy.
Promote the Phase III Expansion of Baiyun Airport
Air-rail combined transport: a new development engine
Building an international aviation hub with complete functions and global coverage is an important part of Guangzhou's work to play its role as a national center city and to accelerate the construction of an international metropolis. As the place where Guangzhou’s international aviation hub is and the main battlefield for the construction of a land transport hub, Huadu is exerting all its efforts to promote the Phase 3 expansion project of Baiyun Airport, and the construction of Guangzhou North Railway Station, to build an air-rail combined transport system. Once completed, the air-rail combined transport system will, in addition to bringing Guangzhou and the world closer, create unimaginable room for the future development of Huadu, and will surely ignite new engines for Huadu’s high-quality development.
As for the Phase 3 expansion project of Baiyun Airport Huadu has been assigned the task of acquiring 1,746 hectares of land for runways No. 4 and 5, Northern end-around taxiway, resettlement zone for people in areas subject to 85 decibels or above noise, and reserve land; moreover it will also rebuild 21 old villages around the airport to improved the surrounding environment of the international aviation hub. The work of land acquisition, demolition and relocation has already begun.
At this event, the green finance branches of Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, and Bank of Communications in Huadu signed financing contracts with Guangzhou Baiyun International Airport Construction and Development Investment Co., Ltd.; each intends to grant a credit line not less than 10 billion yuan to support several major transport facility projects, including Phase 3 Expansion Project of Baiyun Airport, Guangzhou North Railway Station to Baiyun Airport Expressway, and the route connecting the Second Airport Expressway to T2 terminal.
At present, Guangzhou is exploring the idea of constructing a T4 terminal building at the East Square of Guangzhou North Station. A special rail transit line from North Railway Station to the Airport has been planned to enable seamless, efficient and convenient transfer between air and rail; when it is completed, it will take passengers from North Station to T1 and T2 terminals in six minutes. Huadu District will carry out a project to redevelop the whole area around the North Station; the plan is to build a 10-km2Guangzhou North Railway Station New City that integrates business, conventions, headquarters economy, tourism and shopping.
Accelerate green finance reform and innovation
Help high-quality development of the real economy
As a national-level green finance reform and innovation pilot zone, Huadu District makes full use of its advantages in green finance reform and innovation to supports high-quality development of the real economy, and is now seeing positive results in the development of the Zone.
During the two years after the pilot zone was approved, more than 1,200 companies and financial institutions have been awarded with more than 110 million yuan incentives for green development. Based on previous practices, the "Implementation Rules for Supporting Green Finance Innovation and Development in Huadu District" was amended and improved in January of this year; according to the amended Rules, in order to encourage concentration of various financial elements resources in the District, new incorporated financial institutions in the District may be entitle to up to 30 million yuan award, senior financial management personnel may be awarded up to 3 million yuan based on their income taxes, and up to 500,000 yuan green credit subsidies may be given to Guangdong enterprises outside Huadu that have obtained green loans from green bank branches in Huadu.
Huadu District has continuously strengthened its ability to serve green industries with green finance. Financial institutions in the District have handled a total of more than 20,000 car supply chain financing transactions for Dongfeng Nissan, with a total amount of 49.3 billion yuan, effectively reducing its corporate financial costs. 5.4 billion yuan of green credit at benchmark interest rate was granted to Guangzhou Public Transport Group's pure electric bus project. The credit will be used by the Group to upgrade more than 9,000 pure electric buses, reducing carbon dioxide emissions by more than 650,000 tons per year. It was this project that won Guangzhou the “Green Technology” award at the C40 World Mayors Summit held in Copenhagen, Denmark in October 2019. Support was also given to the development of animal culture industry; key leading agricultural enterprises in the province that integrate production, supply, and marketing were granted 250 million yuan of medium- and long-term working capital loans to help their green transformation.
After the COVID-19 outbreak, Huadu District has adopted a number of financial measures to support epidemic control and economic and social development. A list of 583 key enterprises in the District was made, 3 financing docking events, both on- and off-line, were organized; banking institutions in the District have offered additional 3.3 billion yuan credit lines and granted 1.1 billion yuan loans at preferential loan interest rates to enterprises engaged in epidemic prevention and control or hard hit by the epidemic to help them get through the crisis.
Promote the recovery of the cultural tourism
Fully boost consumer confidence
Huadu District actively promotes the development of eco-cultural tourism in the northern part of the Guangdong-Hong Kong-Macao Greater Bay Area. When the epidemic came, the District rolled out policies and measures to support the development of enterprises in cultural, tourism, and catering industries, and to accelerate the development of digital cultural industry, including advance allocation of 3.04 million tourism supporting fund for 2019, and early beginning of application of food and beverage enterprises for 4.4 million incentives.
At the same time, Huadu District set up a special team for service companies, which organized a specific industry-finance docking meeting for cultural tourism, where 22 banks and 46 cultural tourism companies in the District were brought together to explore opportunities of cooperation. The result was 314 million yuan financial support to solve the problem of corporate financing difficulties.
Sunac Cultural Tourism City is a landmark urban cultural tourism complex in Guangzhou that has eight globally unique business forms. Huadu District took active actions to ensure smooth operation of channels for epidemic control materials, helping Sunac Cultural Tourism City resume to work in an orderly manner. Sunac Snow World officially reopened on March 10, and 3,000 people had visited it by March 16.
When the country is still fighting to eliminate the epidemic, the cultural tourism market, led by Sunac Cultural Tourism City, became the first to resume to work, indicating that the social and economic development of Huadu District is back on track, the cultural tourism market is gradually recovering, and consumer confidence is lifted; it acts as a cardiotonic to the cause of achieving victory in both epidemic control and economic and social development, it is also a sign of Guangzhou ’s seriousness in implementing General Party Secretary Xi Jinping's instructions to “stick fast to epidemic control and take accurate measures to stable development, and it also demonstrate the confidence of Guangzhou and Huadu.
It is reported that taking this signing and commencing event of key project as a stepping stone, Huadu District will make full use of Huadu's unique geographic advantage, and exert efforts once again to optimize business environment, and import high-quality projects; it will attract entrepreneurs, help them make their dreams come true, and welcome more ambitious and talented people to participate in, and witness the development of Huadu.

The launching ceremony of the “Beauty Capital of China” cosmetics headquarters economy is a powerful manifestation of the commitment of Huadu District Party Committee and District Government to implement the requirements of General Secretary Xi Jinping and win victory in both fronts of epidemic situation control, and economic and social development. This is a major event for the cosmetics industry in the District, and will certainly become a milestone in Huadu's high-quality development of cosmetics industry. During this epidemic outbreak, cosmetics producers in the District responded actively to the government's call to resume to work and production. What was more, using their own resource advantages they switch part of their capacity to produce masks, disinfectants and other materials for epidemic control, making positive contributions to the war against the epidemic and setting a good example for local enterprises of how to turn crisis into opportunities and develop. In recent years, the cosmetics industry has become a key advantageous industry in Huadu. Main leaders of Huadu District Party Committee and District Government personally oversee the rolling out of supportive policies for high-quality development of the cosmetics industry. According to the plan of Huadu District Party Committee and District Government, the District Administration for Market Regulation actively assumes its responsibilities as the Office of District Leading Group for Promoting the Development of Cosmetics Industry to actively coordinate the promotion, planning, and construction of investment attractions and industry parks. The “Beauty Capital of China” cosmetics headquarters economy zone, the construction of which commenced at the event, is the centerpiece of the “One Core, Four Parks” layout planned by Huadu District for the development of the cosmetics industry. The zone is designed to create an industrial cluster, attract high-quality cosmetics companies home and abroad, and promote mutual and intensive development of the cosmetics industry cluster in Huadu District, and eventually become a symbol of "Made in the Greater Bay Area".
