Today's Huadu News: In an action organized by Huadu CPPCC, a group of CPPCC members and experts from the District Cosmetics Association performed on July 2 a democratic oversight in the form of “looking back campaign” on the implementation of the "Proposal to Construct ‘South China Beauty Capital Headquarters + Industrial Park’ in Huadu District”, a key proposal to be followed up by the secretary of the CPC Huadu District Committee. The event saw the presence of District CPPCC Chairman Chen Jiafei, Vice Chairman Xu Zhaodong, and heads of District Government Office and related government agencies.

　　  Accelerate the realization of "One Core and Four Parks" industrial layout

　　  Beginning from last year, the District has been focused on high-quality development of the cosmetics industry, and the industrial layout featuring "One Core and Four Parks". Guided by the principles of “rational layout, intensive land use, industry cluster, and synthetic development”, quality resources have been concentrated to build a large-scale, branded, green and high-end headquarters economy and modern production base for cosmetics enterprises."One Core" refers to the headquarters economy zone of cosmetics industry, which is located in the region south of Huadu Lake, covering a land of 186 mu. 44 mu of the land have been enclosed for Phase 1 construction. The cosmetics production base is in Huadu International Industrial Park of Advanced Manufacturing; its Phase 1 project involves 362 mu of land, and 4 plots, with a combined area of 140 mu, have been listed for transfer.“Four Parks” refer to International Industrial Park of Advanced Manufacturing in the west of Huadu, Jinghu Industrial Park at Xinya Street, Huaqiao Industrial Park in Huashan County, and Xinhua Industrial Park at Xiuquan Street. Guangdong Beauty Valley Industrial Park, in particular, is a key construction project of Guangzhou, and also a key “manufacturing-to-manufacturing conversion” project of Huadu District. The overall plan of the project involves 300,000 square meters of land and a cumulative investment of 2 billion yuan. Phase 1 of the project is planned to be completed and open for business in September this year to accommodate mainly high-end cosmetics companies and create a industrial cluster.

　　  As of June this year, there are 207 cosmetics manufacturers in Huadu, 38 more than the same period last year, making the District rank second in Guangzhou in terms of number of companies. The District has 56 above-scale cosmetics companies, 35 more than the same period last year. These companies rose even higher against such unfavorable conditions brought by the covid-19 pandemic to realize a cumulative industrial output of 1.729 billion yuan in the first five month of the year, representing a 22% of year-on-year increase. It has been learned that in order to develop and construct cosmetics industrial parks in Huadu, the District has set its eye on global benchmark, explored new development modes, and organized professional teams to attract leading cosmetics companies. Its goal is to have an annual cosmetics output of 30 billions, not less than 100 above-scale cosmetics producers, and more than 300 above-scale cosmetic wholesalers and retailers by 2021; and priority will be attached to cultivating a host of flagship enterprises of the industry that exceed 0.5 billion, 1 billion, and even 3 billion in output, and to encouraging and supporting a batch of excellent cosmetics companies to have successful IPO, thereby to make brighter the brand of the Beauty Capital of China.

　　  CPPCC members make suggestions for building high standard "Beauty Capital of China”

　　  As part of the democratic oversight action, the group visited the construction sites of Guangdong Beauty Valley Industrial Park and "Beauty Capital of China" Cosmetics Headquarters Economy Zone to collect information about the construction progress of the industrial parks, their investment promotion, and their development goals. At the symposium, CPPCC members offered a lot of insightful advice and suggestions on the construction of cosmetics industrial parks and the development of the industry, such as, "keep a close eye on the development of the high-end of the industry and build a industry-wide platform" , "speed up the construction progress and waste no time to attract enterprises to settle and produce in the parks", "be brand conscious, explore brand power, and build local brands", and “broaden our horizons, think out of the box, and establish a merge-development mindset to integrate the development of medical health and cosmetics industries".

　　  Mr. Chen Jiafei emphasized that it is necessary to ensure that everyone should focus their mind on the major decisions and plans of CPC committees on the central, provincial, municipal, and District levels; implement the major work deployments of the central committee to accelerate economic transformation and upgrading, to spare no effort to promote the "1+1+9" work plan of the provincial committee, and to carry out the "1+1+4" work measures of the municipal committee. We should make every effort to promote the development of the cosmetics headquarters economy zone and the advanced cosmetics manufacturing base, using the construction projects as the lever, focused on industry development, and deriving impulsion from innovation. We should seize the window of opportunity for the development of the cosmetics industry; let Huadu, the “Beauty Capital of China”, full play to its influence power as the centerpiece in the high-quality development of the cosmetics industry in Guangzhou, Guangdong Province and even in China; and work with substance and speed to ensure proposed projects can be put into production as soon as possible. It is necessary for all the parts to work together and make concerted efforts. Members of the CPPCC committee shall use their talents and wits to give accurate suggestions, attract investment, and run enterprises well; and all functional departments in the District actively serve in the front to efficiently solve the problems arising in the progress of park development. All efforts shall be pulled together to cope with the disadvantages coming with the pandemic and unfavorable international conditions and to build the brand of "Beauty Capital of China", and promote it to the whole country and to the world.
