　　All township (sub-district) governments (offices) and organs directly under the District:

　　TheMeasures of Huadu District of Guangzhou Municipality on Promoting the Development of Intellectual Property are hereby issued to you for your conscientious implementation. Problems encountered in the implementation shall be directly reported to the District Administration for Market Regulation.

Measures of Huadu District of Guangzhou Municipality on Promoting the Development of Intellectual Property

　　Article 1 For the purposes of implementing the National Intellectual Property Strategy, promoting the comprehensive development of creation, utilization, protection and management of intellectual property in the District, and working further to build the District into a demonstration zone of the National Intellectual Property Strong County Program, these Measures are formulated in light of the realities of the District and in accordance with the requirements by Patent Regulations of Guangdong Province, Notice by Guangzhou Municipal Bureau of Intellectual Property concerning Issuing the 13th Five-year Plan for Intellectual Property Development of Guangzhou Municipality (No. 71 [2017] of Guangzhou Municipal Bureau of Intellectual Property) and other documents.

　　Article 2 Support Recipients

　　Enterprises and institutions, social groups and other organizations registered in Huadu District.

　　Article 3 Patent Creation

　　Patent applications via a patent agency shall be encouraged. For each patent for invention granted in China (including Hong Kong, Macau and Taiwan) via a patent agency, the applicant shall receive a subsidy for service fee of RMB 4,000; For each foreign patent for invention granted, the applicant shall receive a subsidy for service fee of RMB 10,000; For each PCT patent application with an international search report, the applicant shall receive a subsidy for service fee of RMB 5,000.

　　The enterprises shall be encouraged to achieve a breakthrough from zero patent for invention. Enterprises granted patent for invention in China for the first time shall receive an additional special subsidy of RMB 10,000.

　　Article 4 Patent Agencies

　　Patent agencies settled in the District shall be rewarded RMB 1,000 for each granted patent for invention of the District they handled. A patent agency that has been operating in the District for over one year and has handled over 50 granted patents for invention of the District shall be granted a one-off reward of RMB 100,000.

　　Article 5Patent Award Support Funds

　　Patentees that have won China Patent Gold, Silver or Excellent Award shall receive rewards of RMB 500,000, RMB 300,000 or RMB 150,000 respectively. Patentees that have won Guangdong Province Patent Gold, Silver and Excellent Award shall receive rewards of RMB 200,000, RMB 150,000 and RMB 100,000 respectively.

　　Article 6 Intellectual Property Pledge Loans

　　If an enterprise with intellectual property pledge bank loan pays off the principal and interest normally, the enterprise shall be given an one-off interest subsidy at a rate of 1% of the loan amount. The interest subsidy for each enterprise shall not exceed RMB 200,000 each year.

　　Article 7 Intellectual Property Model Enterprises

　　Enterprises recognized as National Model Enterprise of Intellectual Property, the Provincial Model Enterprise of Intellectual Property, and Municipal Strong Enterprise of Intellectual Property shall be rewarded RMB 300,000, RMB 200,000 and RMB 150,000 respectively.

　　Article 8 Patent Alliance

　　The key leading enterprises shall be supported to establish the patent alliance and patent pool. For patent alliances and patent pools established by over 10 local enterprises with over 50 patents (which shall include over 30 patents for invention), the alliances shall be provided with a support fund of RMB 300,000. After that, for every 5 new local enterprises members and 20 new patents which shall include over 10 patents for invention), the alliance shall receive a support fund of RMB 100,000 additionally.

　　Article 9 Establishing Intellectual Property Affairs Departments in Industrial Organizations

　　For organizations such as industrial associations, industrial parks, incubators, maker spaces that have established an intellectual property affairs department and obtained the recognition from Intellectual Property Administration Department of Guangzhou Municipality or above, such organizations (including pilot entities) shall be given a support fund of RMB 50,000 each year, for a period of not exceeding three years.

　　Article 10 Intellectual Property Public Services

　　Necessary fund support shall be provided for relevant public services, such as intellectual property investigation and statistics, patent information analysis and early warning, key industrial patent arrangement and navigation, establishment of intellectual property operation platforms, intellectual property business training, and “April 26 World Intellectual Property Day” publicity of the District.

　　Article 11 Management and Supervision

　　The District Administration for Market Regulation shall compile the annual fund budget based on the work arrangements, release the declaration notice, handle the fund applications by the support object, carry on routine management of special funds, and enhance the performance management of financial funds.

　　The Finance Bureau of the District is responsible for the review and approval of fund budgets.

　　If the funds or rewards are obtained through falsification or other improper means, the District Administration for Market Regulation shall recover such funds or rewards and make an announcement to the society. Those suspected of involving in crimes shall be handed over to the judicial authorities in accordance with law.

　　Article 12 For the purpose of these Measures, the “over” and “not exceed” herein include the “base number”.

　　Article 13 These Measures shall be effective from the date of issue and shall be valid for 3 years. Considering the delay of fund appropriation, for the rewards and support funds approved during the valid term of the Measures, an application for fund appropriation can be made according to the application notice within one year after the expiration of these Measures.
