  The Support Measures of Huadu District of Guangzhou Municipality for the Development of Livestreaming E-Commerce (2020—2022) have been approved by the CPC District Committee and the District Government and are hereby issued to you for your conscientious implementation. Problems encountered in the implementation shall be directly reported to the District Bureau of Science, Technology, Industry, Commerce and Information Technology.

Support Measures of Huadu District of Guangzhou Municipality for the Development of Livestreaming E-Commerce (2020—2022)

  For the purposes of implementing the spirit of the important speech made by General Secretary Xi Jinping during his inspection of Guangdong, vigorously developing the new business form of e-commerce and gathering livestreaming e-commerce resources in Huadu, these Supporting Measures are hereby formulated in light of the realitiesof the District and in accordance with the Notice by the General Office of Guangzhou Municipal People’s Government on Issuing the Measures for Promoting the Leaping Development of E-Commerce and the Notice by Guangzhou Municipal Bureau of Commerce on Issuing the Action Plan for the Development of Livestreaming E-commerce in Guangzhou (2020-2022).

  1.General Guidlines

  Guidedby the thought of Xi Jinping about socialism with Chinese characteristics in the new era, we shall fulfil the spirit of the 19th Congress of CPC and its Second, Third and Fourth Plenary Sessions and take the construction of Guangdong-Hong Kong-Macao Greater Bay Area as our key priority. We shall adhere to the new development concept, give full play to the comprehensive advantages of Huadu, including a solid industrial foundation, a complete supply chain and a developed logistic system, and regard livestreaming e-commerce as an important foothold for quality economic development. We shall put equal focus on development and standardization, introduce and foster a number of leading social media influencers, livestreaming e-commerce entities and MCN institutions, incubate a number of popular online brands, train a number of online influencers; enable a number of physical enterprises, further stabilize and promote employment; and use the new retail of livestreaming e-commerce to boost the digitalized transformation and development of the real economy. In doing so, we could build the District into a famous site of livestreaming e-commerce and contribute the strength of Huadu to realizing the vitalization of Guangzhou.

  2.Development Goals

  Aiming at creating a “famous site of livestreaming e-commerce”, we shall strongly implement the “10, 100, 1000” multiplication plan that is designed to drive online retails with livestreaming e-commerce under the requirement for “making achievements in one year, reaching a higher stage in two years, building a brand in three years”: By 2022, we shall have built 10 livestreaming e-commerce bases with strong domestic influence, created 100 livestreaming demonstration shops, fostered or introduced over 1000 influencers (influencer marketers, “cyberstar female shopkeeper”, etc.) and reached the target of over 100 billion yuan in the e-commerce online retail sales of the District.

  3.Main Tasks

  To fufil the goals above, we shall focus on carrying out the “Six projects of livestreaming e-commerce”:

  3.1. Carrying out the project of gathering the entities of livestreaming e-commerce.

  3.1.1. Introducing professional livestreaming operators. We shall devote major efforts to introduce domestic and foreign professional livestreaming operators, including livestreaming e-commerce platforms, MCN institutions, livestreaming e-commerce brokerage firms and livestreaming e-commerce service agencies. For a professional livestreaming operator that is newly established or recently relocated to Huadu District, which is recognized as a key investment attraction project of the District, a reward of 1 million yuan shall be given for every 100 million yuan of the paid-up registered capital, subject to a ceiling of 12 million yuan for each enterprise; for an operator that is included into the statistics of above-scale enterprises in Huadu District and that has achieved an annual operating income of over 500 million, 1 billion or 2 billion yuan, a reward shall be given at a rate of 50%, 60% and 80% of its contributions to the local economic development of Huadu District, subject to a ceiling of 10 million yuan.   3.1.2. Giving a heavy reward to outstanding cyberstar livestreamers. We shall encourage enterprises to foster and introduce the livestreamers of all industries and shall carry out the cultivation plan of a Thousand Talents (livestreamers) and a Thousand Shops. An excellent cyberstar livestreamer (with over 500,000 fans on a well-known platform) who brings an annual sales volume of over 10 million yuan, 20 million yuan or 50 million yuan to an above-scale enterprise in Huadu shall be given reward of up to 100,000 yuan, 300,000 yuan or 500,000 yuan respectively as a housing purchasing fund in Huadu District. Such livestreamer may also enjoy priority in talent policies concerning talent apartments, quotas for permanent household registration and school enrolment of children. Ten “Huadu Influencers” shall be selected each year for the reward of renting or purchasing talent housing at a price equal to 70% of the market price.   3.1.3. Encouraging excellence creation and rating. We shall encourage livestreaming e-commerce enterprises to set up MCN institutions and apply to well-known livestreaming e-commerce platform for certification thereof and apply to related national, provincial and municipal departments for recognition as livestreaming e-commerce demonstration enterprise. For an enterprise rated as a national, provincial or municipal-level e-commerce demonstration enterprise or an MCN institution certified by the leading livestreaming e-commerce platforms, a reward shall be given on the basis of its contributions to the economic development of the District, subject to a ceiling of 5 million yuan for each enterprise.   3.2. Carrying out the project of improving the quality of livestreaming e-commerce bases.

  3.2.1. Supporting a number of exemplary livestreaming e-commerce bases. We shall support the eligible industrial parks (with a floor area of over 10000 m2) in the District in creating a demonstration industrial park (base) of livestreaming e-commerce, constructing “one-stop” livestreaming infrastructure which includes content manufacturing, video technology and livestreaming scenes, and focusing on making the livestreaming e-commerce industry stronger and larger. For a livestreaming e-commerce industrial park (base) recognized by the state, the province or the city, an one-off reward of up to 500,000 yuan, 300,000 yuan and 200,000 yuan shall be given to its operator. We shall encourage the operators of industrial parks, commercial buildings, specialized marketplaces and theme blocks to take the initiative to collaborate with leading domestic and foreign platforms, make active efforts to be licensed as “Livestreaming Base” by Taobao, TikTok, GIF, Tencent, JD and PDD, and foster a number of livestreaming demonstration bases with prominent characteristics, intensive exemplary nature and strong leadership.   3.2.2. Exploring experimentations based on livestreaming e-commerce policies. We shall experimentally implement the affirmation of the building ownership for s on a floor-specific and building-specific basis in the livestreaming e-commerce bases recognized by the District, support the investment attraction and financing of the bases and explore the livestreaming e-commerce supply chain finance. We shall experimentally conduct the business of after-sales verification of the products in bonded exhibitions to drive the exhibition, publicity and trading of bonded commodities, promote the development of entrepot trade and export processing trade, explore the innovations in the system that can boost the development of livestreaming e-commerce; vigorously develop modern logistics, coordinate the logistic enterprises within the District in giving support to key livestreaming e-commerce and lower the logistic cost of express delivery.   3.2.3. Supporting the construction of 5G facilities for livestreaming e-commerce. We shall guide the operators, including China Telecom, China Mobile and China Unicom to give priority to setting up 5G base stations for the livestreaming e-commerce bases in the District; leverage technologies such as AR/VR, cloud computing and big data in exploring the digitalized lifelike 3D sensory experience based on people, commodities and scenes, create the ecological map of panoramic smart experience for online platforms and offline professional shops; support the eligible tourist attractions, characteristic neighborhoods, parks and shopping malls in building characteristic livestreaming scenes and “must-go places for cyber celebrities”.   3.3. Carrying out the project of building and improving the livestreaming e-commerce chain

  3.3.1. Improving the ecological chain of the livestreaming e-commerce industry. Revolving around the core elements of “people, goods, venue”, we shall foster and introduce a number of “leading and flagship” livestreaming e-commerce demonstration enterprises that are familiar with smart services, including market operations, product selection and packaging, consumers attracting and personalized customization; focus on connecting resources for the full-channel supply chain, including product manufacturing, design and R&D, social influencers, brand building, content sharing, offline outlets and storage logistics; encourage building traffic platforms for big data analysis, smart products selection, payment for transactions and storage logistics; achieve pooling of information flow, commodity flow, data flow and talent flow in the locality to form an ecological chain of livestreaming e-commerce industry.   3.4. Carrying out the project of enabling and integrating livestreaming e-commerce.

  3.4.1. “Livestreaming e-commerce + specialized wholesale marketplaces”. We shall drive livestreaming e-commerce to enable the specialized wholesale marketplaces, such as the leatherware and leather marketplaces, to achieve transformation and dispersal, realizing the new mode of “online traffic driving + physical wholesale + livestreaming marketing”.   3.4.2. “Livestreaming e-commerce + advantageous industries”. We shall drive livestreaming e-commerce to enable the advantageous industries by inviting famous domestic leading social media influencers to the online sales of the traditional advantageous industries of our district, including automobiles, acoustic-photoelectricity, textile and clothing, leather and leatherware, and cosmetics. We shall develop the new mode of “online traffic driving + physical wholesale + livestreaming marketing”, deliver the products of Huadu to all parts of the country through online streaming, thus achieving the goal of sourcing and selling by enterprises with the support by the government.   3.4.3. “Livestreaming e-commerce + business and trade retails”. We shall drive livestreaming e-commerce to enable the business and trade retail industry by actively guiding the enterprises of accommodation, catering and tourism to conduct online livestreaming e-commerce business, promoting the establishment of livestreaming bases in large shopping malls, so as to use livestreaming to increase sales and boost the transformation and upgrading of our traditional business and trade industry into digital business and trade industry. We shall encourage the urban “livestreaming+” consumption theme, provide guided shopping service and consumption experience such as characteristic catering and shopping, create “livestreaming e-commerce + nighttime economy” and online celebrity neighborhoods of “livestreaming e-commerce + catering”.   3.4.4. “Livestreaming e-commerce + characteristic agriculture”. We shall drive livestreaming e-commerce to enable characteristic agriculture, by mobilizing the livestreaming e-commerce enterprises in the district to take part in the online sales of “famous, special, quality and novel” farm products, actively carrying out “field” livestreaming to help increase the output and income in rural areas.   3.4.5. “Livestreaming e-commerce + cross-border e-commerce”. We shall drive livestreaming e-commerce to enable cross-border e-commerce, by leveraging advantages of national pilot platform of the market procurement trade mode to attract import and export enterprises and cross-border e-commerce service agencies (stations) into the cross-border e-commerce carriers in the District, and creating a new mode of cross-border e-commerce composed of “one service agency + application scenarios + foreign outlets” through livestreaming e-commerce. We shall explore the planning and building of the experience center for direct purchase of imported bonded commodities and of the international O2O offline experience shops for bonded commodities, share the preferential policies of the bonded area, conduct the sales of commodities in bonded exhibition, drive the exhibition, publicity and trading of bonded commodities, and explore new retail modes of livestreaming e-commerce.   3.5. Carrying out the project of creating an atmosphere for livestreaming e-commerce.

  3.5.1. Supporting holding large-scale livestreaming e-commerce activities. We shall support industrial business associations in holding or undertaking major activities (such as livestreaming e-commerce expos and summit forums) with industrial influence in the District. For a recognized activity, subsidies equal to the 30% of the actual costs of the activity shall be given on the basis of its scale and influence, subject to a ceiling of 300,000 yuan.   3.5.2. Selecting “Huadu Internet Celebrities” and “Outstanding Livestreaming E-Commerce Entities of Huadu”. Under the guidance of the government and the organization by associations, we shall join the leading livestreaming e-commerce platforms in selecting ten “Huadu Internet Celebrities” and ten “Outstanding Livestreaming E-Commerce Entities of Huadu” each year, conferring them with certificates and setting them as the industrial benchmark, so as to create a good atmosphere for the development of the livestreaming e-commerce industry.   3.6. Carrying out the project of providing fund support for livestreaming e-commerce.

  3.6.1. Special investment in incubation. We shall promote the industrial chain composed of the livestreaming bases, livestreaming companies and livestreaming training in Huadu Fund Incubation Zone to support the high-quality development of the livestreaming e-commerce industry.   3.6.2. Rewards for listing and development. We shall encourage livestreaming e-commerce enterprises to become larger and stronger through financing in the capital market. A livestreaming e-commerce enterprise that gets listed on domestic main board, SME board and GEM shall be granted a reward of 10 million yuan; a livestreaming e-commerce enterprise that gets listed in the overseas market shall be granted a reward of 8 million yuan; a livestreaming e-commerce enterprise that gets listed on the National Equities Exchange and Quotations shall be granted a reward of 1 million yuan. The development reward funds shall be used on the innovation driving, transformation and upgrading of enterprises, the subsidization for office and the reward for senior manager talents.   3.6.3. Support for green finance. We shall give full play to the advantages of being a national pilot zone of reform and innovations for green finance and support the leading financial institutions in providing all-round financing services. For an livestreaming e-commerce enterprise that has obtained green loans through commercial loans, subsidies equal to 1% of the loan shall be provided, subject to a ceiling of 1 million yuan; for an livestreaming e-commerce enterprise that has issued green bonds in Huadu District, subsidies equal to 1% of the bonds shall be provided each year, subject to a ceiling of 1 million yuan; for an livestreaming e-commerce enterprise that has purchased green insurance, subsidies equal to 30% of the premium for the green insurance shall be provided, subject to a annual ceiling of 100,000 yuan for each enterprise.   4. Supporting Measures

  4.1. Strengthening organizational leadership. We shall set up a leading group for the development of livestreaming e-commerce involving the joint participation of the competent government department of commerce, industry associations, e-commerce enterprises and specialized wholesale marketplaces (business and trade enterprise), which will coordinate the affairs related to the development of livestreaming e-commerce. We shall fully mobilize industrial business associations, support the service enterprises of livestreaming e-commerce and the industrial business associations in setting up the public service center and incubation center of livestreaming e-commerce, provide comprehensive services such as general information, marketing planning and entrepreneurship incubation, thus forming the pattern of government-enterprise joint action that is guided by the government, dominated by the market and assisted by industrial business associations.   4.2. Intensifying policy support. We shall give support to the projects of livestreaming e-commerce enterprises with good performance and a strong exemplary effect, give priority to recognizing the livestreaming e-commerce enterprises with a strong driving effect and a strong influence in the industry as the Model Enterprise of Livestreaming E-commerce of Huadu District, actively recommend candidates to the selection of municipal and provincial Model E-commerce Enterprises and set up the benchmark of the industry.   4.3. Optimizing business environment. We shall place equal focus on standardization and development and actively popularize “multiple licenses for one address”. We shall provide whole-chain and whole-cycle services, including issuance of tax receipts, logistic cost and market space, and create a good software environment for development, to the livestreaming e-commerce enterprises that are registered and pay taxes in the District. We shall intensify the creation, utilization, protection, management and services of the Intellectual Property of e-commerce products of key enterprise, key markets and key industries, boost the clustering and high-quality development of the livestreaming e-commerce industry. We shall establish a “Good Practice” certification and product tracing system for livestreaming e-commerce, implement the system of exposing non-conforming products, stress on the quality control of key products, so as to create a fair and orderly development environment.   If an enterprise that meet both these Measures and the other rewards and supporting policies of the state, the province, the city and the district, the enterprise, rather than enjoying the subsidies repeatedly, shall only enjoy the one with a higher subsidy. These Measures shall be effective from the date of issue and shall be valid for 3 years.
