Notice on the Charging Standards of Guangzhou Huadu District for Temporary On-Street Parking Spaces

Pursuant to the Implementation Opinions by Guangdong Provincial Development and Reform Commission, Guangdong Provincial Housing and Urban-Rural Development Department, and Department of Transportation of Guangdong Province on the Further Improvement of the Charging Policy for Motor Vehicle Parking Services (Yue Fa Gai Gui [2017] No.5), the Notice by Guangzhou Municipal Development and Reform Commission and Guangzhou Municipal Finance Bureau on Issuing the Charging Standards of Guangzhou Six Central Districts for Temporary On-Street Parking Spaces (Sui Fa Gai Gui Zi [2020] No.1), the Parking Lot Regulations of Guangzhou Municipality (2020 revised version) and other relevant documents, and as approved by the Party Committee and the People’s Government of Huadu District, the charging standards of temporary on-street parking spaces of Huadu District is notified as follows:

I.Applicability

This Notice applies to the temporary on-street parking permits managed by the district administrative department for transportation within the administrative jurisdiction of Huadu District.

II. Scope of Charge (Paid Parking Zones)

The on-street temporary parking fees apply to the use ofthe full-day permitted on-street parking spaces during the paid parking hours; other types of parking spaces such as the night-time permitted parking zones and specific parking spaces (except those designated for battery charging) are free of charge.

Full-day permitted parking spaces and night-time permitted parkingzones are determined in accordance with the planning of temporary on-street parking spaces of Huadu District. Specific parking spaces are identified with relevant marks in the temporary on-street parking spaces.

III.The Basis for the Parking Rates

TheCatalogue of Pricing by Guangdong Province (2018 version), the Implementation Opinions by Guangdong Provincial Development and Reform Commission, the Guangdong Provincial Housing and Urban-Rural Development Department, and Department of Transportation of Guangdong Province on Further Improving the Charging Policy for Motor Vehicle Parking Services (Yue Fa Gai Gui [2017] No.5), and the Parking Lot Regulations of Guangzhou Municipality (2020 revised version).

IV.Parking Rates

Theparking rates for the use of full-day permitted on-street parking spaces during the paid hours are as follows:

1. Paid hours: 8:00-20:00 for workdays and  10:00-20:00 for weekends and holidays;

2. Parking beyond the above hours will be free of charge;

3. No charge for parking within 15 minutes;

4. Charge unit: CNY/0.5 hours.

The ceiling price for a single continuous parking during the paid hours (calculated based on 6 hours of continuous parking)

The parking billing cycle is one natural day (0:00:00-24:00:00), with the paid parking hours being: 08:00:00-20:00:00 for workdays and 10:00:00-20:00:00 for weekends and holidays; parking beyond these hours is free of charge. For a vehicle is parked for continuously two or more billing cycles, fees generated in each billing cycle will be calculated separately in accordance with the rates above.

The parking fee is charged for every half an hour. When a vehicle is parked in the same zoneagain within less than half an hour, the metering will continue from the last parking.

V. Preferential Policies

(1)Parking for 15 minutes or less will be free of charge; however, if the parking time is 15 minutes, the first 15 minutes will be charged.

(2) Fire engines, ambulances, emergency rescue vehicles, military and police vehicles, as well as vehicles are exempted from such parking fees according to the laws and regulations.

(3) A motorized wheelchair for the disabled may enjoy free parking on a specific parking space for such purpose, and a halved rate on other parkingspots.

(4)Any vehicle that is required to leave a temporary on-street parking space immediately due to traffic control, emergency response, and emergency rescue will be exempted from the payment for such parking.

A parking credit management system shall be introduced. Payment shall be made promptly after parking. Any vehicle with an unpaid record of temporary on-street parking feeswill not be able to enjoy the preferential policies provided in V. (1).

VI. Work Requirements

(1) Evaluations on the planning of temporary on-street parking spaces shall be conducted on a regular basis. The district transportation administrative department, together with the traffic management department of the district public security authorities, shall, based upon the urban road traffic operation and parking demand changes in Huadu District, evaluate the planning of temporary on-street parking spaces at least once every two years as required. Optimization and adjustment shall be made based on the evaluation results. Parking spaces that affect the normal traffic or of a rather low utilization rate, or whose function can be replaced by the nearby parking lots, shall be promptly repealled.

(2) The policy on parking rates shall be adjusted and improved on a dynamic basis. The district price administrative department shall evaluate the parking rates in Huadu District at least once every five years. Based on the evaluation results, it shall timely adjust and improve the parking rates on a tiered basis, charge unit and preferential policies as required by the national, provincial and municipal work deployment.

(3) The collection of parking rates shall be made public regularly. Temporary on-street parking spaces usage fees in Huadu District shall be subject to the department budget management in accordance with the regulations, paid in full to the local treasury, and managed according to “two lines of income and expenditure”. The collection of such parking rates shall be made public by the charging authorities annually.

(4) Internal monitoring and integrity risk prevention and control shall be intensified.Based on the actual situations of the management of temporary on-street parking spaces, the district transportation administrative department shall establish and improve the measures for integrity risk prevention and control, strengthen the monitoring over working personnel, punish violations according to laws, make public the supervision and complaint hotline, and accept the supervision by all social groups and individuals.

(5) The use of temporary on-street parking spaces shall be guided and standardized. The district transportation administrative department shall formulate the inspection and management system for temporary on-street parking spaces, carry out inspection and supervision, and stop and correct illegal occupancy of parking spaces by using piles, ground locks and obstacles. Moreover, it shall assist relevant units to deal with illegal charges, self-delimiting parking spaces and other illegal acts, promptly receive and handle parking complaints about temporary on-street parking spaces, and maintain the order of using temporary parking spaces.

(6) The information onthe paid parking zones shall be made public. The district transportation administrative department shall set up signs of temporary on-street parking space, publicize the basis for charging, information of the management departments, parking rates, number of parking spaces, parking period, parking direction, applicable vehicles, and hotlines for report and complaint, and accept social consultation and monitoring.

VII. Implementation Time

The Notice shall come into force on 10 May 2021 and shall remain in force for five years.
