In order tostrictly prevent safety accidents and air and noise pollution caused by fireworks, maintain public security, and protect residents’ personal and property safety in Huadu District, in light of the actual situations of Huadu District, and in accordance with the Regulations on the Safety Administration of Fireworks and Firecrackersand the Regulations on the Safety Administration of Fireworks and Firecrackers of Guangzhou, the Huadu District Government has decided to designate fireworks prohibited areas. The relevant matters are as follows:

Ⅰ. According to the Regulations on the Safety Administration of Fireworks and Firecrackers of Guangzhou Municipality, fireworks are prohibited in the following areas in Huadu District (“prohibited areas designated by the city”):

Villages (communities) around Guangzhou Baiyun International Airport: Guangtang Village and Tuanjie Village of Xinya Street; Donghu Village, Xiaobu Village, Pingdong Village, Pingshanwei, Luochang Village of Huashan Town; Tianhe Village, Jiuhu Village, Fenggang Village, Sanfeng Village, Jiuyi Village, Promotion Community, Xiangshan Village, Nanxi Village, Shanxia Village, Yongguang Village, Datang Village, Qizhuang Village, Shijiao Village, and Lixi Village of Huadong Town.

Ⅱ. In addition to the above-mentioned areas, fireworks are prohibited in other areas in Huadu by the district authority (“prohibited areas designated by the district”).

Ⅲ. Within the jurisdiction of Huadu District, when fireworks displays and other large-scale fireworks show need be held for major festivals, celebrations, ceremonies and other important activities, organizers shall go through examination and approval procedures with a competent public security department in accordance with the legal provisions for hierarchical management, and discharge them at the designated time and locations.

(1) For prohibited areas designated by the city, organizers shall apply to Guangzhou Municipal Public Security Bureau for permission.

(2) For prohibited areas designated by the district, organizers shall apply to Huadu Subbureau of Guangzhou Municipal Public Security Bureau for permission.

Ⅳ.Those who violate the provisions of this Notice, discharge fireworks in prohibited areas without authorization, or do not comply with the safety requirements, shall be punished by public security organs in accordance with Regulations on the Safety Administration of Fireworks and Firecrackers. Those who commit a crime shall be held criminally liable. 

Ⅴ. This Notice shall come into force on 1 April 2021 and shall remain in force for five years.
