Assist high-end talents home and abroad to innovate and start businessesOn October 22, Guangzhou Human Resource Service Industry Park's Huadu Airport Industry Talent Service Park opened officially. Li Peng, member of Standing Committee of the District Party Committee and Director of the Huadu Organization Department, joined by leaders of human resource and social security agencies of Guangdong province, Guangzhou, and Huadu District, attended the opening ceremony and unveiled plaque for the park. During the event, the Park signed strategic cooperation agreements with representative of Hou Shi Dai Human Resources, Guangzhou Returned Overseas Chinese and Expat Association, and other human resource organizations and industry associations that intend to settle in the Park.

The information shows that after being granted the permission to create a national-level human resource service industry park in 2018, Guangzhou has decided on an overall blueprint characterized with “along banks of a river, dual-core drive, and multiple supporting points". As one of the sub-divisions of Guangzhou Human Resource Service Industry Park, Huadu Park is to develop in a three-step strategy, that is, to “take shape in 1 year, expand in 3 years, and become a benchmark in 5 years”. With its “one area, two centers and three bases” overall layout and functional characteristics, it will emerge as a high-quality human resource service organization cluster area, an international high-end talents exchange center, and an innovation and startup demonstration center. It will a home to overseas high-level talent project incubation base, modern industrial talent training base, and source of vocational skill standards for acoustic-optic-electric, luggage & leather, jewelry and other industries, and provide professional, efficient, and fast human resource services to the Greater Bay Area and, for that matter, South China economic area, setting a broader stage for high-end talents home and abroad to innovate, to start their businesses and to chase their dreams.

In order to support the cluster development of human resource service industry in all aspects, the District has specially issued the “Development Support Measures of Huadu Airport Industry Talent Service Park, Guangzhou Human Resource Service Industry Park", and invested more than 10 million yuan in 3 years, to provide supports to human resource organizations in the Park in such areas as venue leasing, talent introduction, and exchanges activities and exhibitions. “Differentiated development support”, in particular, up to 2 million yuan in support each year, has been given to incoming human resource organizations that use new technologies, new methods and new models to promote the innovation and integrated development of the human resource service industry, and that highlight "Internet + human resource services" and other emerging forms of human resource services. What is more, in addition to the special support policies offered by the Park, entities inside the Park can also enjoy the preferential policies given by Huadu District, such as those for headquarters economy and incentives to attract business; this will help human resource organizations to grow in size and strength, and help to build the Park into a central hub for human resource service and distribution in the Greater Bay Area and even in the country.
