  Support Measures for the Development of China Guangzhou Human Resources Service Industrial Park Huadu Airport Industry Talent Services Park

  Article 1These Measures are formulated in light of the realities of Huadu District, for the purposes of giving full play to Huadu Airport Industry Talent Services Park to gather industries, cultivate markets, incubate enterprises, and serve talents, in accordance with Measures for the Administration of State-level Human Resources Service Industrial Parks (for Trial Implementation) (Ren She Bu Fa [2019] No. 86), Measures for the Construction and Management of Provincial Human Resources Service Industrial Parks (Yue Ren She Gui [2019] No. 37 ), Measures for Management and Service of Human Resources Service Industrial Park in Guangzhou, China (Sui Ren She Gui Zi [2021] No. 1) and other relevant regulations.

  Article 2China Guangzhou Human Resources Service Industrial Park Huadu Airport Industry Talent Services Park, also called “China Guangzhou Human Resources Service Industrial Park Huadu Park” (hereinafter referred to as the “Park”). It is one of the seven sub-parks of the “China Guangzhou Human Resources Service Industrial Park” approved by the Ministry of Human Resources and Social Security. It is a national human resources service carrier and platform, adhering to the principle of “government leadership, social participation and market operation”. Huadu District Bureau of Human Resources and Social Security is responsible for the construction and management of the Park, and shall actively explore innovative, flexible, and efficient operating models that conform to market rules and meet the development needs.

  Article 3Applicability

  These Measures apply to enterprises, organizations, or institutions in the human resources service industry and related modern service industries, whose place of registration, tax payment, and tax statistics are within the jurisdiction of Huadu District, that have settled in the Park by selection and approval or have been recognized by the Huadu District Bureau of Human Resources and Social Security (hereinafter referred to as “settled-in entities”). The settled-in entities herein include but are not limited to enterprises of new business forms involving “Internet +” and human resources service, and institutions or enterprises related to human resources services including trade associations, intellectual property rights, finance, law, accounting entities.

  Article4 Development Supports

  Applicants for support (1) to (4) of this Article shall meet the following conditions: having an annual business revenue included into the statistics of Huadu District of no less than 100 million yuan, or making an annual contribution of more than one million yuan to the economic development of Huadu district. The support and reward shall be implemented under the principle of “payment before subsidization”. The specific application time shall be subject to the announcement of the Huadu District Bureau of Human Resources and Social Security.

  (1) Rental subsidy. Settled-in entities shall be granted a rental subsidy of 50 yuan per square metre per month. The subsidy amount shall not exceed the actual rental expenses of the settled-in entity, subject to a maximum amount of one million per year. The subsidy period for each entity shall not exceed three years.

  (2) Subsidy for property management . Each settled-in entity shall be granted a  subsidy of 100% of the property management expenses incurred by renting office in the Park. The subsidy period for each entity shall not exceed three years.

  (3) Subsidy for use of public facilities. Settled-in entities shall be granted a  subsidy of 50% of the actual costs incurred by the using public ancillary facilities such as conference rooms and training rooms in the Park, subject to a maximum amount of 200,000 yuan per year per entity. The subsidy period for each entity shall not exceed three years.

  (4) Reward for operation contribution. Settle-in entities shall be granted a reward of 30% of their annual economic contribution to Huadu District, subject to a maximum amount of one million yuan. The subsidy period for each entity shall not exceed three years.

  (5) Reward for talent attraction. Settled-in entities are encouraged to introduce excellent talents. A reward for talent attraction shall be granted according to regulations for successful introduction of top-notch and urgently-needed talents in key industries of the district, who have been identified as high-level talent of Huadu District.

  For introduction of everynational academician-level “international top talents”, a reward of up to 300,000 yuan shall be given; for introduction of every “national top talents”, a reward of up to 100,000 yuan shall be given; for introduction of “Huadu leading talents”, a reward of up to 50,000 yuan shall be given. Such reward shall be subject to a maximum amount of one million yuan per entity per year.

  Thisreward shall not be applied to talents who renew their labor contract with the employer upon expiry, nor those who have worked for an employer in Huadu District before and are now serving for another employer in the district. Within the validity of these Measures, if any talent has been introduced for multiple times, such reward shall only be given once.

  (6)Subsidy for brand events. Supports will be given to encourage the permanent organization of brand events (main venue) such as summits and forums with an influence on the Guangdong- Hong Kong-Macao Greater Bay Area or a larger region. For settled-in entities that host, co-host or organize industry summits, high-end forums, high-end conventions and exhibitions, brand promotion and other activities with regional influence in Huadu District, if such activities have 50 or more participating enterprises and 100 or more participants, and the event expenses (excluding the government-funded part) exceed 500,000 yuan, a subsidy of 30% of the actual amount (excluding the government-funded part) shall be given, subject to a maximum amount of 500,000 yuan per event.

  (7) Support for differential development. For settled-in entities featuring new business forms of human resources, including human resources media organizations that use new technologies, new tools and new models to promote innovation and integrated development of human resources services and those involving “Internet + human resources services”; settled-in entities related to human resources service industry such as industry associations, intellectual property rights, finance, law, accounting entities, support may be given according item (1) to (6) of this Article. Such support shall be subject to a maximum amount of two million yuan per entity per year. Specific support measures shall be determined through discussion between Huadu District Bureau of Human Resources and Social Security and the involved settled-in entity.

  (8)Support for headquarters enterprise development. For leading enterprises or headquarters enterprises in the human resources service industry, which have a strong driving force and have made a great contribution to the local economic development, upon approval of the Party Committee and the People’s Government of Huadu District, key support will be given in accordance with the “one enterprise, one policy” and “one matter, one discussion” principles.

  Article 5Where any project or matter that meets the requirements herein has enjoyed the “one enterprise, one policy” policy of Huadu District or meets the requirements in other support policies of Huadu District (including policies of supporting or undertaking funds required of Huadu District by superior departments), upon the approval of Huadu District Bureau of Human Resources and Social Security, support will be given in accordance with the policy that grants the largest subsidy, unless it is otherwise specified.

  Article 6 If any applicant for the support under Article 4 herein is subject to any of the following situations, once found, such applicant shall be immediately disqualified from the reward. If an reward has already been granted, the support funds shall be recovered; such issues shall be included in the credit record and announced to the public.

  (1) Providing false application materials;

  (2) Failing to comply with the regulations on the use of funds or failing to fulfil relevant commitments upon expiration of contract;

  (3) Changing the tax obligations in HuaduDistrict or reducing registered capital  within the support period;

  (4) Other acts in violation of laws and regulations.

  Article 7 Huadu District Bureau of Human Resources and Social Security shall provide application guidelines for the supports herein and handle the applications. The funds for supports under Article 4 (1) to (7) shall be included in the annual budget of the Huadu District Bureau of Human Resources and Social Security, and those for support under Article 4 (8) shall be included in the annual budgets of the relevant competent departments.

  These measures shall come into forcefrom the date of promulgation, and shall remain valid for five years. In view of the delay in fund allocation, rewards that occur within the validity period of these Measures may be applied for fulfillment in the year after the expiration. Tax-related expenses incurred by the supports herein shall be borne by support recipients.

  The use and management of the funds under theseMeasures shall abide by relevant laws, regulations and policies, be handled under the financial funds management system, and be subject to supervision by the financial, auditing and supervision departments.
