Announcement of Huadu District Urban Management and Law Enforcement Bureau of Guangzhou Municipality on the Campaign of Reporting Illegal Acts Regarding Bottled Liquefied Petroleum Gas (LPG) in Huadu District

In order to intensify punishment of illegal acts in the gas industry, strengthen social governance to ensure gas safety, and make sure the compliance and security of gas supply and usage, Huadu District Urban Management and Law Enforcement Bureau initiated a campaign of reporting illegal acts regarding bottled LPG. This campaign is proposed based on theProductionSafetyLawofthePeople'sRepublicofChina, UrbanGasManagementRegulations, GuidingOpinionsonStrengtheningtheSafetyManagementofBottledLPGbyMinistryofHousingandUrban-RuralDevelopmentAndOtherDepartments, GasCylinderServiceRegistrationAdministrationRegulations, GuangdongProvinceGasAdministrativeRegulations, Guangzhou Municipal GasAdministrativeMeasures, GuangzhouMunicipalSupervisoryandAdministrativeProvisionsforGasCylinderSecurity, and other laws and regulations.

I. Scope of Reporting

(I) Selling bottled LPG without a license.

(II) Dealing with nonconforming vehicles for bottled LPG transportation, or delivering vehicles or selling gas from place to place for anyone without a gas business license.

(III) Filling LPG illegally and storing fuel gas at an unsafe venue.

(IV) Acquiring, storing, or destroying LPG bottles illegally.

(V) Organizations or individuals using illegally sold bottled LPG.

II. Reporting, Receiving, and Handling

(I) ReportingMethods

1. Reporting by sending a letter or visit: Huadu District Urban Management and Law Enforcement Bureau, 47 Xiuquan Road, Xinhua Street.

2. Reporting hotline: 020-36827179 (Huadu District Digital Center).

The informer should provide his/her full name and contact information, as well as the specifics of the violation and where it took place. We will keep such information confidential.

(II) Receiving and Handling

Huadu District Urban Management and Law Enforcement Bureau shall forward the report information to its business management and law enforcement departments within 12 hours upon receipt. The business management and law enforcement departments shall work with the local town/street full-time staff and comprehensive administrative law enforcement team to conduct verification and investigation within 4 working days. Where any violation undermines public security or fire safety, it shall be immediately transferred to the district public security, market supervision, residential construction, fire, or other functional departments for investigation and punishment according to laws.

III. Reward for Reporting

The reward standards for the first informer of an offense are as follows：

(I) An informer will be rewarded 300 yuan upon on-site verification;

(II) Where any LPG bottle is found stored at the place reported, the informer will be rewarded 200 yuan per 10 bottles;

(III) Where any discarded LPG bottles is found stored at the place reported, the informer will be rewarded 100 yuan per 5 heavy bottles;

(IV) If the place reported is located in a densely populated area and accommodates more than 10 bottles of 15 kilograms, the informer will be rewarded 300 yuan;

The above rewards are calculated cumulatively, but the total amount shall not exceed 3,000 yuan for each place reported.

The Urban Management and Law Enforcement Bureau shall complete the verification within 5 working days since the date of receiving the report and notify the informer of the result timely. After receiving the reward notice, the informer shall collect the bonus at the designated place within 30 days. The reward receiver shall show his/her ID card (or other valid ID documents) and sign his/her real name. Failure to collect a bonus within the prescribed time shall be deemed as a waiver. Where an informer cannot show up in person due to special reasons, he/she may send a representative to collect the bonus for him/her. The representative shall present the power of attorney, ID card of the informer, and his/her own ID card, and sign his/her name.

[Reminder] Informers shall be responsible for the truthfulness of the information they provide, and shall not fabricate or distort facts or frame others. Anyone found to have fabricated facts, framed others, or obtained rewards fraudulently shall bear corresponding legal liability according to law.

IV. Conditions for Reward

A report qualified for rewards herein shall meet the following conditions:

(I) The report shall contain specific information of the violator(s) and violation facts or clues;

(II) The clues provided shall be those not known by relevant administrative management departments before the report;

(III) The clues provided have been verified by relevant departments;

(IV) The informer provides a photocopy of his/her ID card and contact information truthfully.

No reward shall be given if the report is made by the staff of Huadu District Urban Management and Law Enforcement Bureau or anyone else with statutory supervision and reporting obligations, the victim or his/her authorized representative, or any interested parties.

V. Validity

This announcement shall take effect from the date of issue, and shall remain valid for one year.
