On August 18, the first rule-of-law benchmark park of Guangdong province was launched in Guangzhou Huadu (International) Automobile Industry Base. Relevant leaders of the Guangzhou Bureau of Justice and Huadu District attended the ceremony and visited the physical platforms in the park and reviewed the achievements by Huadu District in legal construction in the past three years.

　　Established in 2003 with the approval of Guangdong Provincial Government, Guangzhou Huadu (International) Automobile Industry Base is an important part of Guangzhou's automobile industry, and has successively won a number of titles, such as "China Auto Parts Industry Base", and "National Demonstration Industrial Park of Harmonious Labor Relationship". The Park is now home to 280 registered companies, with 47000 employees.

　　In recent years, Huadu District has been promoting the integrated construction of law-based Huadu, government, and society. Following the idea of "putting people at the center" of development , the District has continued to regulate government administrative behavior, and treat the optimization of law-based business environment as the "lever" to stabilize growth and expectations and to promote high-quality development, aiming to make the rule of law the "hardest core" of the business environment. From 2019 to 2022, Huadu District achieved "Excellent" rating for four consecutive years in Guangzhou's evaluation of legal construction progress.

　　In 2023, as part of the effort to promote rule of law to empower high-quality development, Huadu District takes Guangzhou Huadu (International) Automobile Industry Base to build the province's first rule of law benchmark park. Various legal resources such as departments of public security, procuratorate, people's court, judicial administrative, and relevant law enforcement departments have been gathered and stationed in the Park, covering the whole range from law enforcement, administration of justice, public legal education, legal services, and dispute mediation; "one-stop" public legal services, multiple mediation mechanisms and litigation service systems are put into rational use; enterprise-related legal services have been comprehensively optimized; and high-quality legal construction is employed to fully stimulate development vitality and to comprehensively improve the level of rule of law in social governance of the Park.

　　Create a list "running through the whole chain"

　　The District innovates and issues the "List of "5+6" Enterprise Benefiting Law Services for the Rule-of-law Park in Guangzhou Huadu (International) Automobile Industry Base", and actively take on 5 tasks for better service (promoting the integration of "party building + business + legal affairs" of enterprises, implementing the "observation period" system in law enforcement, establishing a "white list" of key enterprises, deepening the compliance reform of enterprises involved in cases, and strengthening the cultivation of legal culture); and creates "6 platforms" the response to every request (Chunling Legal Service Studio, Public Security Butler Studio, complaint and reconsideration application window related to law enforcement involving enterprise, public legal service station of the Park, office of Huadu Workstation of Guangzhou Administrative Dispute Mediation Center" in the Park, Commercial Mediation Center + Autocity Circuit Court"). A total of 14 enterprise benefiting measures were launched; all available legal resources are included in a single list, ending the previous practice in which relevant agencies "fought alone" in their work of offering excellent enterprises privilege, benefits, and warmth, and instead rallying all efforts to build a "service group for benefiting enterprises", so that more powerful and accurate services are provided by a team to enterprises in the Park. The measured mentioned above played their role in helping the execution of a new strategic cooperation framework agreement between the municipal government and Dongfeng Nissan, and a cooperation agreement between the District Government and Dongfeng Nissan, and in promoting the settlement in Huadu of projects of Lan-You Technology, Didi Autonomous Driving, and Oriental Yuhong; and they are achieving practical results in facilitating business promotion of the Park to attract large investors.

　　Relevant leaders of Huadu District said that the successful unveiling of the rule-of-law benchmark park of the automobile industry base provided strong support in further building a higher level of rule of law in Huadu. All departments in Huadu District would cooperate closely, and deepen regular contacts to build the park into a model and image of the law-based business environment with Huadu characteristics, offering support and protection for the growth of enterprises, so that entrepreneurs can invest with confidence, focus on development and live comfortably in Huadu.

　　Unblock the "last mile" of rule of law to benefit enterprises

　　An innovative "before, during, and after" legal service model for enterprises is introduced to fully and closely meet the legal needs of enterprises; in key areas such as foreign-related legal services, enterprise compliance building, intellectual property protection, and commercial dispute resolution, numerous services are expanded, including those related to administrative reconsideration, notarization, governance of source of litigation, and legal physical examination; stern actions are taken against all kinds of illegal and criminal acts that disrupt market order and business environment; pre-litigation mediation and circuit court trials are carried out; strong legal service guarantees are provided for solving problems left over, optimizing the business environment, and promoting the healthy development of enterprises; help is given to research and solve left-over problems of enterprises in the Auto City Industrial Park concerning land use approval, planning permission, and real estate registration, among others; measures including public transfer and "three old" transformation are taken to improve the land use procedures for enterprises, and great effort is made to accelerate the complete closure of historical problems. Statistics shows that since 2021, a total of about 60 enterprises in the Auto City Industrial Park have benefited from the solving of historical land-use problems.

　　To be a good "rule of law engine" for economic development

　　Taking "rule of law comes first" as an important guidance for high-quality economic development, the District focuses on the legal service needs of enterprises in the Park, and with the view to ensure compliance with laws and rules of enterprise operations, builds a "legal service mobile food truck”, offering "a la carte" service to provide "legal physical examination" to enterprises in need, and guide them in establishing rules and regulations and in risks prevention. The District implements inclusive and prudent supervision, establishes a "white list" of key enterprises, promotes the "single comprehensive investigation" mechanism for enterprises, and explores the implementation of the "observation period" system in law enforcement, and many other to give law enforcement warmth without losing strength. By the responsibility system in which "those who enforce the law shall be the ones that popularize the law", and "immersion" law popularization through legal knowledge training courses, entrepreneur forums, rule of law lectures, and cultivation of legal culture, the District endeavors to raise the legal literacy of enterprise operators and practitioners in an all-round way. The District Bureau of Justice and the District Federation of Trade Unions jointly carried out the "Civil Code and Enterprises" rule of law publicity activity, in which members of the District's "Eighth Five-Year Plan" Law Awareness Lecturer Group were invited to give on-site lectures on such topics in the Civil Code as contracts and tort liability in light of typical cases and social hot issues in real life.

　　Relevant leaders of the Guangzhou Municipal Bureau of Justice remarked that a law-based business environment was the best, and that in order to build Guangzhou into a benchmark city with world-class business environment, the city needed comprehensive improvement on rule of law level, should guide the flow of rule of law resources to the industries for organic integration of the two, and should ensure the high-quality development of characteristic advantageous industries with high-quality rule of law. It is hoped that Huadu would take the building of the rule of law park of the automobile industry base as an opportunity to continuously enrich the practices of rule of law protection in the fields of investment promotion, investors protection, service optimization, and ensured development, and thereby explore new experiences and new paths for the construction of the rule of law in Guangzhou, create a number of rule of law model projects with regional characteristics, and provide accessible and high-quality rule of law services for the development of the real economy.

　　Huadu District's next step is to make every effort to carry out the cultivation of the rule of law benchmark park, build it into a model and image of the law-based business environment with Huadu characteristics, accelerate the promotion of the "5+6" model of benefiting enterprises with rule of law, and create a fair, efficient, honest, trustworthy, democratic, law-based, stable and orderly business environment to enable more market entities to move forward lightly with accelerate speed.
