Notice by Huadu District Bureau of Human Resources and Social Security of Guangzhou on Issuing Measures for Implementing Guangzhou Talent Green Card System in Huadu District

To all relevant departments in the District,

Measures for Implementing Guangzhou Talent Green Card System in Huadu District has been approved by the People’s Government of Huadu District and is hereby issued to you for your compliance and implementation. Problems encountered in the implementation shall be directly reported to the Huadu District Bureau of Human Resources and Social Security.

Measures for Implementing Guangzhou Talent Green Card System inHuadu District

In accordance with the Notice of the General Office of Guangzhou Municipal People’s Government on Issuing the Implementation Measures for Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No. 10, hereinafter referred to as the “Implementation Measures”), these detailed implementation rules have been formulated based on the actual conditions in Huadu District to promote the implementation of Guangzhou Talent Green Card System in Huadu, enhance its effectiveness in attracting and retaining talent, and expedite the development of a talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area.

I. Application Conditions

Outstanding talents from domestic and overseas who are non-Guangzhou household registration holders and meet the economic and social development needs of Huadu District, work or start a business in Guangzhou for more than 6 months each year, have their workplace registered in Huadu District, and have legal residence in Guangzhou, may apply for the Guangzhou Talent Green Card B Card in Huadu District in accordance with Article 5, Item (4) of the Implementation Measures and these detailed implementation rules if they meet any of the following conditions:

1.Talent supported by clearly defined talent reward and support policies of Huadu District.

2.Talent holding mid-to-senior management positions or key technical positions in the following key enterprises in Huadu District:

a.Key projects and enterprises supported by the CPC Huadu District Committee and the District Government in the past three years (competent department: Administrative Committee of Huadu Development Zone);

b.Industrial construction projects and headquarters projects among the annual key projects of the past three years (District Bureau of Development and Reform);

c.Listed enterprises (District Bureau of Financial Affairs), headquarters enterprises (District Bureau of Development and Reform), agricultural leading enterprises at or above district level (District Bureau of Agriculture and Rural Affairs);

d.Top 100 key industrial enterprises above designated scale in the district in the past year, top 10 technology service enterprises in the district in the past year, top 10 commercial service enterprises in the district in the past year (District Bureau of Science, Industry, Commerce and Information Technology); top 10 key cultural and tourism enterprises promoted under the High-quality Development Project of Hundred Counties, Thousand Towns, and Ten Thousand Villages in the district in the past year (District Bureau of Culture, Radio, Film, Television, Tourism, and Sports); top 10 human resources service enterprises in the district in the past year (District Bureau of Human Resources and Social Security); top 20 financial-related institutions in the district in the past year (District Bureau of Financial Affairs);

e.New research and development institutions at or above provincial level, enterprises with provincial-level and above technology R&D platforms, national-level “little giant” firms that specialize in niche sectors, command a high market share and have strong innovative capacity and core technologies, Guangzhou “unicorn” innovation enterprises (including Guangzhou “unicorn” innovation enterprises, “Future Unicorn” innovation enterprises, “Seed Unicorn” enterprises, “High-grade, Precision and Advanced” enterprises, and “Hidden Champion” enterprises) (District Bureau of Science, Industry, Commerce and Information Technology).

The aforementioned list of key enterprises is to be submitted annually in written form by the competent departments to the District Bureau of Human Resources and Social Security. Any changes to the list within the year will be subject to dynamic updates.

3. Individuals deemed to be urgently needed talents, as agreed upon by the District Committee Talent Work Leading Group Office, and who have made outstanding contributions to the economic and social development of Huadu District, in alignment with the district’s developmental needs, are eligible to apply.

II. Application Process

Qualified applicants meeting the criteria outlined in these detailed implementation rules may apply for the Guangzhou Talent Green Card B Card following the application procedures outlined in Chapter Four of the Implementation Measures.

III. Supplementary Provisions

These detailed implementation rules shall come into effect from the date of issuance and remain valid until June 15, 2028. Simultaneously, the Implementation Measures for Huadu District to Perform Review Duties on Guangzhou Talent Green Card (Hua Ren She Gui Zi [2020] No. 2) shall be repealed. Upon expiration of the validity period or in the event of changes in relevant legal policies, revisions will be assessed based on implementation circumstances.
